The Asian Pacific Environmental Network (APEN) is an environmental justice organization with deep roots in California’s Asian immigrant and refugee communities. Since 1993, APEN has built a membership base of Laotian refugees in Richmond and Chinese immigrants in Oakland. Together, we have fought and won campaigns to make our communities healthier and just places where all people have the resources we need to live full, dignified lives. We are growing our local roots and building power to make decisions at the state level that have real local impact. The Policy and Campaign Manager will support APEN’s state legislative and regulatory policy efforts with a focus on achieving direct emissions reductions, supporting equitable workforce development, and transitioning away from fossil fuels. The primary focus of this position will be on CA state policy with some focus on local and regional opportunities. This position will support integrating community organizing, policy advocacy, electoral strategy, and communications in collaboration with the Richmond team, to advance a just transition for communities living on the frontlines of fossil fuel pollution and infrastructure. This position reports to the Policy & Research Director, works closely with other State Team and Richmond Team members, and directly supervises the Resilience Policy Coordinator.
ROLES AND RESPONSIBILITIES
Campaign Strategy Development
- Manage APEN’s state policy campaigns aimed at ending California’s reliance on fossil fuels through a just transition with a focus on advancing refinery decommissioning, direct emissions reductions, workforce development, and clean energy investments.
- Develop and plan state policy campaigns by connecting community organizing, legislative advocacy, electoral strategy, and communications
- Develop and sustain strategic partnerships and work with coalitions and allied organizations to support joint campaigns needs.
- Build strategic relationships by meeting with state policymakers and stakeholders
- Serve as a spokesperson on technical and policy issues and represent APEN at various public forums.
State Policy Advocacy & Analysis
- Support the development of APEN policy positions, prepare regulatory and legislative comments and testimony, and develop and recommend policy proposals
- Advocate APEN’s policy agenda with legislative and administrative bodies, elected officials, partner organizations, and represent APEN before the media and public.
- Recommend policy positions on ally-sponsored legislation and campaigns
- Manage the creation, production, and release of communications materials aimed at influencing key decisionmakers, informing APEN supporters, and achieving campaign wins
- Develop content for outreach events such as webinars, panels, or briefings
- Design, conduct, and supervise research and policy analysis to support advocacy efforts
- Strategy and Planning: Contribute to overall organizational coordination and planning processes, including strategic planning, yearly work plan and budgeting, annual board and staff meeting, bi-weekly staff meetings and component meetings.
- Organizational Culture: Contribute to the APEN culture of team-building, emotional intelligence, feminisms, and leadership development.
- Basebuilding and Member Engagement: Support organizing events with APEN members.
- Fund Development: Engage in grassroots and/or foundation fundraising
- Communications: Act as a spokesperson and engage with communications narrative framework.
- Cross Component Support: Support various areas of organizational work, events, or campaigns as identified and participate in organizational committees and teams as needed.
- Supervision: Manage volunteers, fellows, and interns as needed.
- Successful track record of at least 3-5 years in policy, legislative, and/or campaign experience
- Substantive understanding of the legislative process and strategy, advocacy techniques, and policymaking
- Ability to analyze quantitative data and technical information
- Proven success as a highly skilled manager
- Embodies self-confidence and the capacity to proactively create and independently move forward a complex agenda
- Excellent communication skills (both written and verbal) with the ability to facilitate understanding across multiple audiences
- Ability to manage details, meet deadlines and produce high-quality materials.
- Excellent project management skills
- Commitment to the mission and principles of APEN and social justice; and shares the commitment of black and indigenous peoples and the broader environmental justice movement to work toward a Just Transition, defined as shifting from an extractive economy to a regenerative economy that provides well being for all.
- Working knowledge of environmental justice, climate policy, organized labor, and the political landscape in California
- Ability to identify and set priorities in line with our goals and strategic direction
- Demonstrated ability to communicate effectively with technical experts and other professionals as well as with policymakers and the public is strongly preferred.
- Direct knowledge and understanding of how to build grassroots and political power through base-building, civic engagement, transformative policy, and movement building
- Ability to develop a team-oriented environment; commitment to democratic participation.
SALARY AND BENEFITS
Competitive salary range of $67,000 – $85,000. APEN offers a generous benefits package that includes the following:

ACCESSIBILITY AND WORKING CONDITIONS
This position will require applicants to work on a computer daily for long periods of time, and collaborate with colleagues and coalition partners through Zoom, email, and other digital platforms. APEN will provide a computer and other equipment needed to fulfill basic job responsibilities.
This position is expected to be remote until Summer 2022. In addition, this position will also follow APEN’s COVID safety policies and protocols regarding in-person work. Masks are required to be worn in APEN offices and indoor events, with the exception of eating and drinking. All employees also are required to be vaccinated as part of our safety policy or be subject to weekly testing.
APEN will continue to closely monitor local and state health officials guidance around COVID and any additional guidelines around safety for people to return to offices and gather in-person as needed.
This position may occasionally require work during irregular hours including on nights or weekends, and will require occasional travel within California.
This position will not require applicants to carry or move heavy equipment, regularly ascend or descend a ladder, or stand or sit for long periods of time. This position will not require working in hazardous or unusual conditions such as outdoors in inclement weather.
