THE ORGANIZATION

The Asian Pacific Environmental Network (APEN) is an environmental justice organization with deep roots in California’s Asian immigrant and refugee communities. Since 1993, APEN has built a membership base of Laotian refugees in Richmond and Chinese immigrants in Oakland. Together, we have fought and won campaigns to make our communities healthier and just places where all people have the resources we need to live full, dignified lives.  We are growing our local roots and building power to make decisions at the state level that have real local impact.  By building an organized movement, we’re leading a transition away from an extractive economy based on profit and pollution and toward local, healthy, and life-sustaining economies that benefit everyone.

APEN’s sister organization, APEN Action, mobilizes over 30,000 Asian immigrant and refugee voters to win economic, environmental, and social justice.  Since 2011, APEN Action has been educating and mobilizing voters in the bay area and across California to make sure our communities’ voices are heard from the ballot box to the legislature in Sacramento.

 

POSITION SUMMARY

APEN and APEN Action are looking for an experienced leader to build our statewide political power. The State Organizing Director is responsible for building the power of Asian American immigrants and refugees statewide through state organizing and civic engagement programs that advance state policy and campaign priorities. The position will invest deeply in a team of 6 members and is responsible for ensuring our state organizing, policy, civic engagement, communications, and movement building efforts are aligned, strategic, and impactful. This senior-level position reports to the Co-Director, works in partnership with the Policy & Research Director and APEN Action’s Senior Strategist, and directly supervises the Civic Engagement Manager and State Organizer.

 

ROLES AND RESPONSIBILITIES

APEN and APEN Action’s State Powerbuilding

  • Set overall vision and direction for state powerbuilding
  • Lead team to develop statewide campaign and strategy
  • Develop engagement opportunities for our electoral and membership base in campaigns
  • Lead a cohesive strategy for state powerbuilding that integrates state policy, base building and leadership development, electoral, communications, and movement building work
  • Create budgets and help raise resources to support the integrated voter engagement programs, including meeting with funders and donors and writing grant reports
  • Support the coordination of integrated voter engagement programs across the organization, working with the Civic Engagement Manager and Local Political Coordinators, for both 501c3 ballot measure initiatives as well as 501c4 independent expenditure candidate campaigns
  • Coordinate narrative strategy for state powerbuilding with Communications Director 
  • Oversee 501c4 statewide membership development, experimentation, and launch

State Team Management And Leadership

  • Manage and provide strong leadership for the state team, including effective supervision and leadership development
  • Maintain culture of effective communication, clarity, and coordination within the state team as well as with other teams in the organization
  • Support organizational strategy and participate in our Leads Team
  • Supervise the Civic Engagement Manager and State Organizer

Strategic Partnerships

  • Build and sustain political partnerships with aligned organizations, labor unions, and civic engagement coalitions
  • Develop, nurture and maintain relationships with key legislators, including members of the Asian Pacific Islander Legislative Caucus 
  • Support the state team to prioritize and sustain partnerships based on strategy and issue areas
  • Maintain an up-to-date knowledge of state politics, Asian voting trends, electoral landscape, and legislative districts in relation to organizational priorities and campaigns.
  • Represent APEN and play a leadership role in key state coalitions.

C4 Infrastructure

  • Coordinate APEN Action board meeting agendas and reports 
  • Oversee overall internal infrastructure, including coordinating with relevant staff around finance, budgeting, and legal compliance
  • Develop systems to support organization growth as needed

Organizational Responsibilities

  • Strategy and Planning: Contribute to overall organizational coordination and planning processes, including strategic planning, yearly work plan and budgeting, annual board and staff meeting, bi-weekly staff meetings and component meetings.
  • Organizational Culture: Contribute to the APEN culture of team-building, emotional intelligence, feminisms, and leadership development.
  • Basebuilding and Member Engagement: Support organizing events with APEN members.
  • Fund Development:  Engage in grassroots and/or foundation fundraising
  • Communications: Act as a spokesperson and engage with communications narrative framework.
  • Cross Component Support: Support various areas of organizational work, events, or campaigns as identified and participate in organizational committees and teams as needed.
  • Supervision: Manage volunteers, fellows, and interns as needed.

 

QUALIFICATIONS

  • Demonstration of a deep commitment to APEN’s mission, the Principles of Environmental Justice, and racial and economic justice
  • Successful track record of at least 5 years, with experience in team management, supervision, programs/campaigns, and the building of grassroots and political power through base-building, civic engagement, and movement building
  • Experience running civic engagement programs 
  • Ability to manage staff and set priorities for a team that are aligned with organizational goals and strategic direction
  • Experience raising money and developing political and electoral campaign strategies
  • Self-confidence and the capacity to create and independently move forward a complex agenda
  • Leadership and communication skills (both written and verbal) with the ability to facilitate understanding across multiple audiences
  • Willingness to learn

 

SALARY AND BENEFITS

Competitive salary range of $80,000-$95,000.  APEN also offers its staff a generous benefits package that includes health, dental and vision; vacation and sick time; 401k contributions and an opportunity to qualify for a sabbatical. APEN is a family-friendly employer.
